As an astronomer I would better say:
"seriously unnecessary light pollution"
... or is this laser used for any scientific purpose?

I looked at it closer today. I don't know if they change the direction every now and then, but today it was pointing pretty horizontal. I don't think it's useful in any way, it's just for show.
